The whole intelligence cycle must be very fast and clear for all decision makers, because time elapses and there are people waiting for their mistakes. All over the world information is fl ooding in great streams in all directions, and only the one who is well trained and watchful can pick up that information which is necessary to complete a process or to complete one’s own data bases.
