dc.description	Resumen: En este trabajo intentamos contestar a la pregunta acerca de la medida en que el enfoque de las competencias puede contribuir a la formación de ciudadanos y a la inclusión educativa del alumnado. Para ello, abordaremos tres grandes temas. En primer lugar, comenzaremos por definir la calidad de la educación escolar como el complejo equilibrio entre la excelencia y la equidad, centrando nuestra atención en la evolución histórica del concepto de equidad en las últimas décadas y a través de las sucesivas reformas educativas en España. En un segundo momento, retomaremos la propuesta de César Coll sobre las relaciones entre educación y ciudadanía, profundizando en las diferencias que existen entre la educación sobre la ciudadanía, en la ciudadanía y para la ciudadanía, así como en las implicaciones que éstas tienen para la práctica educativa. Por último, reflexionaremos sobre la propuesta del enfoque de las competencias, centrando nuestra atención en los elementos novedosos que éste presenta así como algunas de las dificultades que acarrea, con el objetivo de proponer las potencialidades que este enfoque tiene para aproximarnos a una escuela inclusiva y que forme ciudadanos con plenos derechos y deberes. Abstract: In this paper we attempt to answer the question about the way in which the Competence Approach contributes to the formation of citizens and an inclusive education. To achieve this aim, we will address three main issues. Firstly, we will define the quality of education as a complex balance between excellence and equity, focusing our attention on the historical evolution of the concept of equity and taking into account the successive educational reforms in Spain. Secondly, we will explain César Coll’s proposal about the relationship between education and citizenship, deepening into the differences between education about citizenship, in citizenship and for citizenship, paying attention to their implications on educational practice. Finally, in order to explain the potential of the Competence Approach in the education of citizens with full rights and duties, we will consider the innovative elements that this approach presents and some of the difficulties involved.
