dc.description	This article was prepared in the framework of the strategic development of the Moscow State Law Academy named after O. Kutafin; research «Theoretical, methodological and institutional framework of the institution of state law enforcement services in the Russian Federation» project № 2.2.1.2 The article provides a comparative description of the administration positions and rank Prison pre-revolutionary Russia (the basis of a XVIII century) and positions in the civil service in the law enforcement and criminal-executive system of modern Russia. The author comes to the conclusion that the appointment to the post in today's Russia is based on democratic principles, as opposed to the principle of birth positions in pre-revolutionary Russia, as in Russia today significantly expands the list of those positions, and a number of posts abolished.
