dc.description In this article the problem of negative influence of petrowaste on environment and health of the person is considered. It is shown that waste of oil processing and petrochemical synthesis are the most widespread and dangerous pollutants of environment, but at the same time they are valuable secondary raw materials which can be used in construction and other industries very effectively. In the article particular attention is paid to the problem of influence of the adverse ecological factors on the population and environment of nearby settlements to petrosettlers of the Chechen Republic which have developed because of long storage of petrowaste. The approximate volume of petrowaste formed for many decades of oil refining on the Grozny oil refinery has been calculated which structure was included 3 oil refineries, the Grozny chemical combine, and also the auxiliary enterprises providing functioning of the main capacities. The settlements and regions are the most unsuccessful in ecological plan of the Chechen Republic. They are village Octyabrskoe and the territory Grozny oil refinery plant named V.I. Lenin because of existence of "lakes" with toxic petrowaste. The evaporations in large numbers of these wastes allocated especially in summer time and polluting air environment negatively influence on health of the population and ecology of these areas because of substantial rising the different diseases especially oncological, allergic and tuberculosis ones among the population is observed. The ecological situation in these areas is getting worse by the day, and according to authors of this article try to pay great attention on the necessity of solving the problem of utilization of oil slimes in the Chechen Republic. The authors have come to the conclusion that the most effective solution of a problem of utilization of toxic oil slimes and normalization of an ecological situation is the organization of their refinery and test analyses with involvement of the different laboratories in the North Caucasuss regions were carried out. The authors show that the different directions of processing of petrowaste with development from them the valuable products are possible. These products are very necessary in the Chechen Republic today: components of construction materials, boiler fuel, raw materials for receiving bitumen, etc.
