dc.description	Purpose: The article is devoted to dynamic and static laws acting in language. Methodology: The research is done within the bound of problem-oriented search. It presents language as unique system of human communication characterized by open and non-linear development. Practical implications: The results of the research will be essential for detecting of development mechanisms and language systems act and also studying other language phenomena in the fields of history, theory and philosophy of language. Results: Ideas of non-linear development and instability of system allows us to see in a new way a language as phenomenon of human life. Language development determined by deterministic and indeterministic mechanisms expressing in the shape of dynamic (regular, consistent with the laws) and static (probabilistic, accidental) laws. The laws run through synchrony and diachrony of language and condition forming of objective language having centripetal power from intersections of many subjective languages organizing polycentrism of language system. In the process of language system evolution language continuity of generations as historical conformity to natural laws identifies a general stream of language development. And instability of system produced by fluctuations defines probabilistic character of development of language.
