dc.description Purpose - Identify of potential areas of the Economic policy, provides an increase in the welfare of the country. Methods: systematic method, system analysis, a variants method and the index method Results: in the Countries with limited natural resources, the main source of the nation - educated staff, which is determined by the level of education. Using "taking strategy" of the innovation, Latvia could reach a high level of welfare in a shorter time than it was in Taiwan. Practical implications - planning of the regional economic policy.
