O artigo discute o papel do Estado, as relações que se estabelecem entre as diferentes esferas de governos federal e a instituição escolar, bem como as diferentes formas de regulação contidas no Plano de Desenvolvimento da Educação. Para isso analisa a gestão educacional proposta no plano e o potencial e as limitações da escolha do município como "território" privilegiado no modo de regulação educacional.<br>This article discusses the role of the State, the relationships established between the different spheres of the federal government and learning institutions, as well as the different forms of regulation contained in the Education Development Plan. In order to do so, it analyses the plan's proposal of educational management and the potential and limits of the choice of the municipality as the privileged "territory" in this educational regulation model. |
