<p>As organizações não governamentais aparecem atualmente como um agente social capaz de atuar e resolver questões seculares pouco solucionadas pelo Estado. Trata-se de um contexto social e político baseado nas referências ideológicas dos limites do papel do Estado e sua dificuldade na formulação de novas propostas. Estas propostas são vistas como produtos mais realizáveis dada a capacidade fluida e criativa dos agentes sociais. Busca-se aqui analisar a gênese, as características gerais das ONGs e sua relação com a realidade brasileira.</p><p>Palavras-chave: Organizações não governamentais, Estado moderno, participação, representação<br />social.</p> |
