Resumen:El propósito de este artículo es producir conocimiento sobre el impacto de las tecnologías de la comunicación en Uruguay, analizando las percepciones y opiniones de los docentes sobre la implementación del programa de Conectividad Educativa de Informática Básica para el Aprendizaje en Línea (CEIBAL). El estudio se realizó en el departamento de Salto, ubicado en la región litoral del Uruguay. La metodología utilizada fue la aplicación de una encuesta, con preguntas cerradas, abiertas y escalas de actitudes, a una muestra estratégica de 210 docentes de educación primaria. Los resultados señalan los avances parciales en términos del acceso a la tecnología por la población de menor capital cultural y las dificultades de la puesta en práctica de esta innovación educativa, especialmente por la ausencia de una planificación estratégica del cambio educativo. Entre otras conclusiones se descubrió que la mayoría absoluta de los docentes tiene una imagen positiva sobre el Plan Ceibal. Sin embargo, menos del 20% de los educadores incluye en sus prácticas el uso pedagógico de las nuevas tecnologías. Finalmente, se discuten diversas estrategias y alternativas para la mejora en los aprendizajes, la enseñanza y la inclusión social a partir de la introducción de las computadoras personales XO en la educación pública uruguaya.Abstract:The aim of this report is to produce knowledge on the impact of the communication technology in Uruguay, by analizing the perceptions and opinion of teachers over the starting point of the Educational Conectivity of Basic Informatics for the On Line learning program (CEIBAL).The essay was carried out in the province of Salto, situated in the North West part of Uruguay. The metodology used was the application of a survey, with opened and closed questions and attitude scale,to an strategical sample of 210 primary school teachers. The results show partial advances in terms of access to technology for the less cultural backgrounded population and the difficulties of the putting into practice of this educational innovation, specially because of the absence of an strategical planning of the educational change. Between other conclusions it was found out that the great majority of teachers do have a positive image of the Ceibal Plan. Nevertheless, less than 20% of teachers include in their practice the pedagogycal use of new technologies. Finally, several strategies and alternatives are being discussed for the improvement of learning, the teaching and the social inclusion starting from the introduction of the personal computers, XO, in the Uruguayan public education. |
