dc.description Se exponen los resultados de un estudio que analiza el aporte de la formación por competencias en el marco de los procesos de aseguramiento de la calidad de la educación y su relación con los fenómenos sociales y económicos vigentes, atendiendo al escenario latinoamericano. Las crisis económicas mundiales presagian un agravamiento de la inestabilidad del trabajo en la región, y para contribuir a la gobernanza de los sistemas políticos se precisa de un pacto social sustentado en una educación de calidad con mayores oportunidades laborales. Ello demanda dispositivos institucionales y financieros que den soporte a la educación técnica y profesional por competencias. El texto enuncia diez proposiciones para resolver nudos estratégicos de la formación técnica y profesional de nivel secundario y superior.<br>The paper presents the results of a study analyzing the contribution of skills-development within the framework of quality assurance in education and its relations with current social and economical phenomena in the Latin American scenario. World economic crises presage a worsening of job instability in the region, and, in order to contribute to governance in political systems, there must be a social pact sustained by quality education with greater job opportunities. This will require institutional and financial mechanisms to support skills-based technical and professional education. The text lists ten proposals to solve strategic bottlenecks in secondary and higher professional and technical education.
