dc.description	This paper details a study of 465 schools, colleges, and departments of education (SCDEs) regarding the adoption of information technologies contingent upon the availability of the necessary infrastructure. Three SCDE groups were investigated: SCDE faculty, SCDE students, and the SCDE (combined faculty and student users). Hypothesis testing resulted in statistically significant differences for the SCDE faculty user groups and the SCDEs, but not for the SCDE student user groups. For both cases of statistical difference, group use was significantly greater for institutions which provided adequate infrastructure when compared to group use at institutions without adequate infrastructure. Discussion is included for the no significant difference group, SCDE students, and recommendations for further research are provided.
