dc.description El artículo repasa los análisis del paradigma dominante de la administración y la economía en sus modos de abordar la educación. Como consecuencia de esas líneas de investigación surgieron las propuestas de cambios en la forma de regular y asignar los recursos sectoriales. Su sustento es la ausencia de incentivos para mejorar la calidad. De allí que insistan en mecanismos que comprenden desde las formas descentralizadas hasta la mercantilización total. En el primer caso, se promueven mecanismos que pueden atraer a distintos tipos de audiencia, pero por motivos - y alcances - muy diferentes. En el segundo, la acción estatal se limitaría a fijar algunas pocas normas, pero no más.<br>This paper reviews the analyses of the prevailing paradigm in administration and economics in their approach to education. Deriving from these investigation lines, some proposals were created for changes in the regulation and assignment of resources to education. These proposals, founded on the lack of financial support to enhance quality, show some persistence on mechanisms that range from decentralized strategies to total mercantilization. In the first case, some mechanisms are created to attract different kinds of public, but for different reasons and with different kinds of reach. In the second case, State action would be limited to the establishment of a few rules.
