The article considers social impact of innovative technologies implementation as well as new ways of municipal management in the sphere of culture. The subject of the study is the dynamics of municipalities’ population social satisfaction of culture service and the dynamics of demand for culture institutions’ services. The article is aimed at distinguishing social demand for innovative changes in the culture sphere as well as the dynamics analysis of social evaluation as a result of culture institutions and local authorities’ reaction to social expectations. Data collection method is a formalized “face to face” interview consisting of three waves that took place in municipal counties and town districts of Tomsk oblast in 2009-2011. It is revealed that the expectations of the population that are dissatisfied with current culture services are concentrated in the characteristics that mainly coincide with the ones found in specialist literature on the issue. The municipalities’ administrations of Tomsk oblast were informed of the results of 2009-2011 sociological survey. At the end of 2011 a new wave of interviews revealed the dynamics of social evaluation. Also it is stated that innovations in professional activities of culture institutions have led to an increase of satisfaction level with appropriate services. Practical significance of the article lies in the fact that one can increase the level of social satisfaction with culture services while having information of population’s expectations and proof of innovative ways’ efficiency. Besides, the research has revealed certain drawbacks of contemporary technologies of municipal management in this sphere that local authorities should pay attention to. |
