dc.description As one of ways of measurement of that, various systems of the intra-university environment how effectively function, monitoring – purposeful, specially organized, measurement of indicators of educational process and its separate elements for timely adoption of adequate administrative decisions on the basis of the analysis of collected information can be used. The axiological concept which assumes research and the subsequent development of valuable models for each direction of the sociological monitoring, reflecting valuable orientation of policy of university, the analysis of standard compliance, realization of values in each direction of sociological monitoring can become one of methodological platforms of sociological monitoring of the intra-university environment. Definition of perception of organizational culture of higher education institution and its valuable bases student's youth of the Central region of Russia became the purpose of the conducted research. Research showed that the organizational culture of higher education institution is perceived by students as a driving force of development of university and as reflection his politicians, internal and external strategy. Reforming of educational system put universities in a bifurcation situation of a choice of a further way that found reflection in formation of the developing organizational culture which is dynamically changing the ideological basis. The values broadcast at university, it is impossible to carry to the values forming the harmonious personality or values, working for prospect of professionalizing of the young specialist. Research allows to draw a conclusion on need of comprehensive study of organizational culture of university, and relevance of development of the program of sociological monitoring of the intra-university environment in the corresponding direction.
