The urgency of formation an effective system of money offer in the economy of Russia is considered by the author through the prism of world experience which empirical evaluation allows you to focus on the importance of solution a task of the effective institutionalization of the financial system in Russia in which, contrary to the current situation the Central Bank itself should perform the role of principal emission center forming the basis for the proposal of long money in the economy. In this article the main problematic aspects of increasing the effectiveness of saturation mechanisms of the liquidity of the economic circulation are considered by the author in the context of solution the task of providing the necessary level of investment injections in the economy which should stimulate business activity increasing the demand in the basic and related sectors of the economy.
