The purpose of the research conducted in state archives was to define the level of human resources and estimate the possibility of its further growth and development. The human resources assessment has been performed using the Adizes method. In accordance with the results, professionally important qualities of archive personnel have been defined at the level of the Russian Federation substitute. Issues of the improvement of the performance of the use of human resources using the research and modeling of economic branch problem areas, which reduce human resources in the archive field, development of human resources organization and development programs including psychological potential of the human resources studied are considered by the article. Practical recommendations for the improvement of human resources professionally important qualities have been made for archived of the Russian Federation substitute. These recommendations have been included into four programs of motivation stimulating and development of human resources. The technology used for this can be used for the research of state and municipal institutions for human resources assessment and development of the human resources development program.
