The article deals with the treats, which lead to the disbalancement and dysfunction of the systems, providing security at the global, regional and local levels. The author considers the possible ways of their elimination. The necessity of a new paradigm in the world order is noted and its principles are defined. The scientific novelty is the research of the interaction of different actors and the identification of actual theoretical problems of political administration of systems providing security. Authors deduce the inefficiency of the existing systems providing security for the prevention of threats caused by political, economical, ecological and social diversity.
