The aim of the study is to construct a scale to measure self- efficacy of teacher candidates and develop a measurement tool measuring their self-efficacy related to assessment and evaluation in education. Study group has been composed of 764 candidates teachers currently studying in different universities. After providing content and appearance validity of 23 items about self-efficacy, turned into 5-point Likert scale. For validity and reliability, Cronbach‟s Alpha Coefficient was calculated because the study was applied at one session. For factor analyzing and validity of structure, Confirmatory Factor Analysis was performed. In this factor analysis four different models were tried. The values of GFI, CFI, NNFI and RMSEA were found acceptable. The scale was seen highly reliable from both general and sub-dimension respect. As a result, 23-item measurement tool was found constructed in two sub-dimensions such as cognitive and skill based and also scaling self-efficacy of candidate teachers‟ perceptions.
