The article considers the necessity and possibility of formation of personal and professional competencies of specialists in the sphere of Public and Municipal Administration (PMA) at the pre-service professional stage of development. Purpose: to justify the necessity and possibility of personal and professional skills formation of specialists-to-be in PMA sphere, as well as to determine the conditions of such activity. Methods and methodology of the research: analysis of educational standard, questionnaire survey, testing, experimental learning. Results: the Federal State Educational Standard of Higher Education for the specialty "Public and Municipal Administration" is analyzed and contradictions in ensuring the formation of the competence of the personal and professional development are revealed; the factors influencing personal and professional development of students, who study to obtain a degree in "Public and Municipal Administration" specialty are identified; the methods of formation of personal and professional competencies of specialists-to-be in PMA sphere in the process of learning are described. Field of practical application. The results of the research can be used to adjust the content of Federal State Educational Standard of Higher Education regarding the competencies of the specificity. The developed programs and tutorials can be used in the process of training students in order to form personal and professional competencies.
