In recent years in a state policy of Russia in the field of education there were essential changes concerning an assessment of a place and a role of civic education and education. The new concept of the higher education is legislatively fixed, where the accent is transferred from the narrowly professional approach of the specialists training to multilateral intellectual and spiritual development of persons being trained according to that increased role, which is prepared for it in modern society. In them education is defined as unity of training and education, as process of mastering rules and norms of the standard relations between the individual and society. Thus the purpose of civil education is the preparation of pupils for responsible and comprehend life and activity in the democratic constitutional state, civil society. Definition of intrinsic bases of concept of "civilization" in modern scientific researches through a ratio with the main spheres of the personality will help to define requirements to civil education which it is supposed to take as a basis of creation of model of civil education in modern higher education institution. The author comes to a conclusion that civilization of future expert is defined by how he understands the rights and freedoms and is able to use them in practice; is capable to carry on a positive dialogue with the power, other citizens; treats the activity with a certain assessment, coordinating his own interests and the requirements and ones of societies, the states, the countries.
