The proposal of a new approach, the Integrated Behavioral Cognitive Activity of Vocational Counseling is justified for the review of the present tendencies in Vocational Psychology, that receive a great influence of the Cognitive Psychology. Likewise, the data of accumulated research in the last twenty years with the System of Advice and Self-help Vocational, (SAAV), indicate the dominant role of the cognition in vocational counselling. The new approach has its basis in the theory of Psychological Activity and the Behavioral Cognitive and Development approaches and it permits the formulation of a formal model of vocational counselling. The model is formed by two Axioms on the vocational behavior as socialization and vocational counselling as helping relation. Three Postulates: Meaning, Action, and Interaction. Four Domains: Conation, Competency, Comprehension ,and Election. And four Tools: Developmental career, Motivation, Cognition and Vocational identity, it produced of the activity in the instructional process that guidance is carried out.
