The professional development is an essential responsibility for teachers planning a carrier in their jobs. The in-service education programs are essential for the professional development. In the teacher training courses, teachers learn new knowledge, skills, and perceptions and find a chance to develop themselves. The teacher training courses have got an important role for the educational reforms to be successful. It is important to evaluate the in-service courses that help teachers improving new knowledge and skills for the quality of them. For this reason, Each In-service Education activity should be evaluated for determining its effectiveness. The purpose of this study is to develop a scale to evaluate In-service Education Programs that teachers attained. For this reason, it was prepared a Likert type scale and applied 330 teachers working in Amasya for validity and reliability analysis. Construct validity of the scale was determined by factor analysis. Item-total correlation, Alfa correlation and the scale score stability were computed for reliability analysis. As a result, In-service Education Evaluation Scale have got 28 items and consisted of two factors. The scale‟s coefficient of Cronbach‟s alpha is 0.95. There were 21 positive items and 7 negative items in the scale. Findings about reliability and validity of the scale indicated that In-service Education Evaluation Scale was a valid and reliable instrument.
